Adds a toggle to collapse diffs in GitHub's pull request and commit diff interfaces

Does what it says on the tin.
Although I just noticed that it seems to fail to collapse diffs which are images, e.g. https://github.com/crowbar/crowbar-ui/pull/53/files
I will try to fix that soon. I've never actually dealt with a pull request that had images as part of the files changed. Also I fixed an issue where the fold all button would get added multiple times when you switched between the diff, comments, and commits tabs.
